ICT Accessibility requirements for procurement (EN-301549)

The Standard EN 301 549 "Accessibility requirements suitable for public procurement of ICT products and services in Europe V.2.1.2 (2018-08)" (PDF) covers not just web content and web applications.

The standard starts with clauses covering functional performance aspects of using technology with different disabilities, and generic requirements. It then covers requirements for real-time voice communication, video captioning and audio description, hardware, web content, general software, and documents.

The requirements for documents (Clause 10) and general software (Clause 11) are effectively subsets of the requirements for web content (Clause 9). Clause 9 reproduces the Success Criteria of WCAG, unfortunatey in a different numbering — so WCAG Success Criterion 2.4.3 Focus order becomes EN requirement 9.2.22 Focus Order.

The standard EN 301 549 is being revised to include the success criteria of WCAG 2.1. It acts as the technical benchmark for the Web Accessibility Directive of the European Commisson.
